The Medi-Cal program is critically important to nearly 15 million Californians — most of whom receive their health services through managed care. However, recent federal and state changes to Medi-Cal eligibility requirements, coupled with mounting budget pressures, have placed up to 2 million people at risk of losing coverage. Because the program is jointly funded and administered by the federal and state governments, Medi-Cal beneficiaries must meet specific criteria to become eligible for and maintain coverage. Learn about Medi-Cal eligibility criteria, the application and redetermination processes, and how these processes provide local plans with vital information about the needs of the members they serve.

Join expert faculty from the County Welfare Directors Association of California and Inland Empire Health Plan for a comprehensive overview of Medi-Cal eligibility and enrollment, including who’s eligible, the different pathways to eligibility, how the enrollment process works, and how individuals are assigned to and enrolled in a managed care plan. Presenters will provide perspectives on the impact of policy changes in H.R. 1, state budget implications, and how plans and counties may respond.

Faculty

Roshena Duree
Director of Self Sufficiency
County Welfare Directors Association of California

Roshena Duree joined CWDA as a Senior Self-Sufficiency Policy Analyst in June 2022 and was promoted to Deputy Director of Self Sufficiency in February 2023. In this role, Roshena serves as the policy lead for CWDA in the Self Sufficiency area.

Prior to joining CWDA, Roshena served as a Legislative Analyst and Associate Legislative Representative of health, human services, and homelessness for the California State Association of Counties (CSAC). Before joining CSAC she held the position of CalWORKs policy analyst at the California State Department of Social Services. Roshena began her career with Sacramento County Department of Human Assistance where she gained programmatic experience in CalWORKs, CalFresh, Medi-Cal and Child Care.  

Roshena has a Bachelor of Arts in Sociology from the California State University, Sacramento. 

Shalaun Jones
Director of Member Eligibility
Inland Empire Health Plan

Shalaun Jones is the Director of Member Eligibility at Inland Empire Health Plan (IEHP) and brings more than 28 years of experience in public social service programs, including CalWORKs, CalFresh, and Medi-Cal. Throughout her career, she has worked to connect people, process, and technology to improve access to essential resources such as healthcare, housing, and food for families in Riverside and San Bernardino Counties. In her role at IEHP, Shalaun partners with counties, healthcare providers, and community organizations to address barriers to Medi-Cal eligibility, strengthen enrollment and retention efforts, and ensure members can access the care they need. Her work focuses on collaboration, innovation, and creating sustainable solutions that support underserved communities.

Jezabel Urbina, DrPH, MPH
Director of Enrollment
Inland Empire Health Plan

Dr. Jezabel Urbina is the Director of Enrollment at IEHP.   She’s been in the healthcare industry over 20 years and has managed multiple sales channels within organizations such as Covered California, Health Net, Blue Shield, L.A Care Health Plan and IEHP.  Her passion for serving marginalized communities stems from being the daughter of immigrant parents and witnessing the various challenges faced within such communities.  She obtained her Doctorate in Public Health with an emphasis on Health Policy in 2018 and continues to do advocacy work with the older adult and low-income populations.

^ The plan registration option is available only for plans who wish to invite staff to view the webinar together in the same location (i.e., conference or other meeting room). This option is not available for groups who wish to view the webinar from different locations as individuals will be unable to join from multiple devices.

Participating in the Webinar: You will only need a computer with an updated web browser (Google Chrome, Microsoft Edge, Mozilla Firefox or Safari are recommended). Participants may opt to listen to the webinar via telephone or device. 

Cancellation Policy: Cancellation notification must be submitted in writing to institute@lhpc.org seven or more days prior to the course date. Refunds will not be given after that date. Substitutions are encouraged. Payment will be due for registered individuals that do not attend or participate in the event, and for which a cancellation notice is not received.
