Overview

Reducing health disparities among disadvantaged and vulnerable populations and advancing health equity have come into greater focus in recent years as social tensions and unrest have catapulted the issue into the spotlight. As the State moves to strengthen equity requirements across managed care, local health plans are uniquely positioned to serve as leaders and influencers in achieving more equitable health outcomes for their members and communities.

Join us Oct. 27 in Sacramento and learn what’s required of Medi-Cal managed care plans, perspectives on developing an organizational structure and approach for driving equity forward, and how local plans are leveraging data to identify and monitor gaps and challenges. Plan leaders will also share some of the diverse strategies and initiatives their plans are employing to move the needle toward improving health equity.

Who should attend:
Local plan staff across all levels and departments who are interested in learning more about health equity, particularly those who are engaged in or whose work supports activities around the planning, strategy, data analysis and implementation of the plan’s health equity initiatives.

Introduction & Context Setting

SFHP CEO Yolanda Richardson will provide an overview of the day and highlight the importance of health equity for local health plans as both a business and moral imperative. 

Medi-Cal Managed Care Plan Equity Requirements
Sarah Brooks, Director, and Alex Kanemaru, Senior Consultant, Sellers Dorsey & Associates, LLC

Sarah Brooks, former DHCS Deputy Director of Health Care Delivery Systems, and Alex Kanemaru will describe DHCS’ health equity requirements for Medi-Cal managed care plans along with other ways the State is promoting health equity. They will also preview DMHC’s soon-to-be-released health equity requirements and share insights on State regulators’ future expectations for health equity and Medi-Cal managed care. 

Developing a Structure & Approach for Your Plan
Stephanie Sonnenshine, CEO, Central California Alliance for Health and Marina Acosta, Manager of Health Equity, L.A. Care Health Plan

In this session, local plan leaders will share how their plans are approaching health equity from an organizational perspective, including how they are organizing internally to focus on health equity, how they work with external stakeholders and their process for developing an organizational health equity strategy.

Utilizing Data: Identifying & Monitoring Gaps and Challenges
Dr. Edward Juhn, Chief Quality Officer, and Genia Fick, Vice President, Quality, Inland Empire Health Plan

One of the key challenges associated with health equity is the availability and accuracy of data needed to identify or investigate health disparities and to effectively leverage such data to direct and measure the impact of interventions. This session will focus on mitigating bias in data algorithms and describe how local plans are using data to identify health disparities, define health equity issues and lay the groundwork for interventions to reduce disparities and improve outcomes. Presenters will discuss what data is used to measure subpopulations, as well as the measures and process for analyzing data to identify gaps and track progress.  

Driving Equity Forward: Spotlight on Local Health Plans
Genia Fick, Vice President, Quality, Inland Empire Health Plan; Michelle Stott, RN, Quality Improvement & Population Health Director, Central California Alliance for Health; Adrian Arce, Director of Claims Administration, Community Health Group; and Humaira Theba, Director, Health Education, Cultural & Linguistics Services Department, L.A. Care Health Plan

During this session, a panel of local plan leaders will share their experiences in implementing specific interventions and approaches to address disparities. Presenters will describe how their respective plan decided to undertake a specific project/approach, actions taken and desired outcomes, staffing and resource considerations, engagement with external partners and key takeaways. This interactive session will provide an opportunity to learn from and dialogue with other local plans and gain invaluable lessons learned.

Registration

NOTE: Health plan staff interested in participating should adhere to their respective plan’s process for LHPC Institute event registration where applicable.

Registration Fees: $50 per registrant

Registration Details: The course will accommodate up to 80 participants. Each invited plan may elect to send 5 participants. If more than 5 individuals from a plan are interested in attending, they are encouraged to sign up for the waitlist. Waitlisted individuals will be admitted should space become available.

Registration Deadline: Registration closes Oct. 21 at 5:00 p.m. or once capacity is reached.

Registration Confirmation: Registrants will receive an email notification confirming their registration.

Presentation Materials: Presentation materials will be made available electronically only via the program resources web page that will be provided to confirmed registrants. Attendees are encouraged to download the materials in advance to their mobile device or print a copy to bring to the event.

Cancellation Policy: Cancellation notification must be submitted in writing to institute@lhpc.org seven or more days prior to the course date. Refunds will not be given after that date.
