Overview

Implementation of the CMS Interoperability Final Rule will be complex given the scope of the requirements and the new technical capabilities health plans will need to have in place. The COVID-19 crisis and remote workforce, tight project time frames and challenging budget environment only add to the complexity. The Final Rule takes effect July 1, 2021, making now the critical time for health plans to gain a foundational understanding of the requirements and actively strategize on how to achieve compliance.

Listen in to these two webinars to learn key concepts around data interoperability, what is required under the Final Rule and ways the requirements touch different health plan functions and customers. These complimentary webinars are offered with support from the California Health Care Foundation.

Who Should Attend
The two-part series will help staff become knowledgeable enough to inform and participate in upcoming internal work plans and strategy. It will be valuable and informative for health plan executives and business leads across all departments who either need to have an awareness of or whose work may be directly impacted by the Final Rule’s interoperability requirements. In addition to IT and program management staff who will lead implementation, staff that include business and clinical leads within health services and quality, provider services, member services or customer support, marketing and communications, and compliance and legal would also benefit.

Khoa Nguyen
Chief Executive Officer

Khoa started his independent consulting firm in November 2018, working with four California safety net health plans on a special initiative to identify and build capabilities to support group purchasing and shared services opportunities. Previously, Khoa served as Chief Strategy Officer for the Health Plan of San Mateo where he was responsible for organizational strategic planning, policy and advocacy with the State of California and CMS on issues impacting Medi-Cal and Medicare programs, leading strategic initiatives and new partnership developments, and operational oversight of Informatics and Marketing and Communications departments. Khoa earned his master’s degree in public health policy from the University Michigan at Ann Arbor.

Fiona Donald, MD
Senior Medical Director
San Francisco Health Plan


Dr. Fiona Donald is the Senior Medical Director at San Francisco Health Plan (SFHP) and is the lead for the Plan’s CalAIM initiatives. Previously the Medical Director at Health Plan of San Mateo, Fiona has experience in implementing innovative programs in both MediCal and Medicare, including the Health Homes program and CalMediConnect. Fiona actively participates and provides input to SFHP’s quality initiatives and population health programs.

Katrina Miller Parrish, MD, FAAFP
Chief Quality and Information Executive
L.A. Care Health Plan


Katrina Miller Parrish, M.D., is a family physician who currently serves as Chief Quality and Information Executive at L.A. Care Health Plan. In her current role and formerly as Medical Director for Informatics, she has led efforts increasing population health regulatory and NCQA accreditation scores for multiple years, and optimizing data and analytics for multiple processes, including Health Information Exchange, Clinical Data Integration, Provider, Group and Facility Performance, Health Assessments and Risk Stratification. Dr. Parrish earned a bachelor’s degree from Reed College in Portland, Oregon, a Doctor of Medicine degree from Eastern Virginia Medical School in Norfolk, Virginia, and did her residency at UCLA-Westwood. 

Colleen Murphey
Network & Strategy Officer
Health Plan of San Mateo


Colleen Murphey is the Network and Strategy Officer for the Health Plan of San Mateo and previously served as the Director of Provider Services. Before joining HPSM, Colleen was a Director at the health IT company Kyruus where she led account management and implementation management for the company’s West Coast market. In this role she worked with large health systems to improve referral management and network directories. She has been working in the health care sector since 2007 in strategic consulting and entrepreneurial roles. She received her bachelor’s degree from The University of Chicago and her MBA in Healthcare Management from The Wharton School of Business.

Ricky Sahu
Founder & CEO
1upHealth


Ricky Sahu is the founder and CEO of 1upHealth. Ricky previously worked at Google on Google Apps for Business and was the first employee and VP at health tech startup CareJourney with Aneesh Chopra, former CTO at the White House. Ricky has been a leading proponent and developer of FHIR since its origins, and more recently, he led the balloting for the FHIR Bulk Data HL7 standard and the development of the reference implementation under a ONC grant with Boston Children’s Hospital.

Tom Schwaninger
Senior Executive Digital Advisor
L.A. Care Health Plan


Tom Schwaninger is the Senior Executive Digital Advisor at L.A. Care Health Plan, where he previously served as Chief Information Officer for the past seven years. He has been in CIO roles for most of his career across a number of industries with a focus on health care, insurance and financial services. He earned a Bachelor’s of Science in computer science from Purdue University and a Master’s of Business Administration from Stanford University.
