Overview

Providing high-quality care to members is central to the mission of California’s local health plans. Improved quality often goes hand in hand with rewarding value rather than volume. Additionally, enhanced coordination, integration and accountability in how care is delivered not only promote better quality, but also keep the focus on spending Medi-Cal dollars effectively and realizing better health outcomes. Plans employ a variety of alternative payment models (APMs) that support these goals and act as tools to foster a high-performing health care system.  

Join us for this two-part webinar series where you will learn essential concepts around APMs, including pay-for-performance (P4P) and other provider payment tools, as well as how plans use these tools to promote quality, enhance value-based care and achieve smarter spending. Seasoned faculty, including fellow local plan leaders, will discuss their experiences with APMs and share successes, challenges and lessons learned.

Webinar 1: Local health plan staff across all departments who are interested in better understanding value-based care and how the State and health plans implement, measure and reward quality and value.

Learn from local plan leaders as they share their experiences and plan practices in promoting quality and value through pay-for-performance or other APM initiatives. Topics for discussion include:

  • Structure of approaches implemented, including metrics and performance measures; payment and incentive structures used by local plans
  • Importance of provider feedback strategies and plan experiences in providing effective feedback
  • Successes and challenges with pay-for-performance and other APM programs — what has and has not worked well
  • What the future may hold for plans’ provider payment initiatives

Genia Fick
Vice President, Quality
Inland Empire Health Plan​

Genia Fick serves as the Vice President of Quality where she is responsible for leading diverse teams that support IEHP’s quality programs across the organization, including quality monitoring and oversight, quality improvement, Pay for Performance and Value-Based Payment programs, and more. In addition to her work at IEHP, Genia has more than seven years of experience serving as a Certified HEDIS Compliance Auditor for the National Committee for Quality Assurance where she conducted Health Plan and Independent Physician Association (IPA) audits for HEDIS reporting, IHA Pay for Performance (P4P) reporting and CMS Medicare Data Validation.

Genia has a master’s degree in Health Psychology from Northern Arizona University where her studies focused in psychological links to health, research methods and statistics. 

Bradley P. Gilbert, MD, MPP
Consultant and former CEO of Inland Empire Health Plan

Dr. Bradley Gilbert has more than 30 years of experience in public health and managed care leadership. He previously served as the Director of the California Department of Health Care Services and as Chief Executive Officer at Inland Empire Health Plan (IEHP), a managed care plan serving 1.24 million members in California’s Riverside and San Bernardino Counties. Prior to IEHP, Dr. Gilbert served as the Director of Public Health/Health Officer for San Mateo and Riverside Counties, leading positive changes for public health care in those communities. He also has clinical and leadership experience in jail medicine and substance use disorder treatment center, as well as with Kaiser Permanente and private practice.

Jim Glauber, MD, MPH
Chief Medical Officer
San Francisco Health Plan

Dr. Glauber has served as Chief Medical Officer of San Francisco Health Plan (SFHP) since 2014. Prior to joining SFHP, he was Senior Medical Director of Neighborhood Health Plan, Inc. where was responsible for the development and operation of a range of innovative disease management and care management, pharmacy, quality and quality measurement, and reporting initiatives and programs. Dr. Glauber has more than 20 years of clinical experience and administrative guidance, and served as an asthma consultant for Harvard Vanguard Medical Associates’ Pediatric Asthma Program.

Dr. Glauber earned his medical degree from the University of California, San Francisco School of Medicine and completed his pediatric residency training at the University of Pennsylvania. He completed fellowship training at Harvard Medical School in the Clinical Effectiveness Program and earned a Master of Public Health from the Harvard School of Public Health.

Robert Moore, MD, MPH
Chief Medical Officer
Partnership HealthPlan of California

Robert Moore is the Chief Medical Officer of Partnership HealthPlan of California (PHC). Prior to joining PHC, Dr. Moore was the Medical Director of Community Health Clinic Ole, an FQHC in Napa County, for 13 years. His work focuses on quality improvement, operational effectiveness and delivery system transformation. He is a graduate of UCSF Medical School and the Columbia University School of Public Health. Dr. Moore completed post-graduate courses and fellowships in health center management, health care leadership and quality improvement.

Registration Confirmation: Registrants will receive an email confirmation that will contain a link to the program participant information web page. The web page provides helpful instructions for accessing the program and any accompanying materials.

Participating in the Webinar: You will only need a computer with a web browser (Google Chrome, Microsoft Edge or Mozilla Firefox is recommended) and a telephone. Audio for the program will be available via toll-free number or by using your computer speakers. 

Cancellation Policy: Cancellation notification must be submitted in writing to institute@lhpc.org seven or more days prior to the course date. Refunds will not be given after that date. Substitutions are encouraged. Payment will be due for registered individuals that do not attend or participate in the event, and for which a cancellation notice is not received.
