Partnership HealthPlan of California

Partnership HealthPlan of California is a community-based, county organized health system plan that provides health care delivery to over 900,000 low-income Medi-Cal recipients. Partnership’s goals are to improve access, quality, and cost effectiveness through a managed care system. Partnership links members with a primary care provider and has been successful in reducing inappropriate use of emergency rooms, providing suitable levels of inpatient care, developing innovative case management programs, and providing services more locally.

Partnership began operations in May 1994, and was developed through a community coalition formed address the problem of health care access for Solano County’s growing number of medically uninsured and underserved. Partnership has seen several geographic expansions over the years and now serves members in 24 Northern California counties.
