Partnership HealthPlan of California
Partnership HealthPlan is a county organized health system that provides cost effective health care delivery to over 630,000 low-income recipients through Medi-Cal, Healthy kids, and PartnershipAdvantage. The HealthPlan’s goals are to improve access, quality and cost effectiveness, through a managed care system and operate with a $3.2 billion annual budget. The HealthPlan links members with a primary care provider and has been successful in reducing inappropriate use of emergency rooms, providing an appropriate level of inpatient care, developing innovative case management programs and providing more services locally.
The HealthPlan began operations in May 1994, and was developed from a broad base of community support through the Solano Coalition for Better Health, a local coalition formed in 1988 to address the problem of health care access for the county’s growing number of medically uninsured and underserved. Coalition members included representatives from Solano County’s hospital and health systems, Solano County, social services providers, community clinics, business and employment agencies, the faith community, and others.
