ELIZABETH GIBBONEY BECOMES THE NEW CEO OF PARTNERSHIP HEALTHPLAN OF CALIFORNIA

FAIRFIELD, Calif. – For the first time in over 20 years, Partnership HealthPlan of California (PHC) has a new CEO. On Wednesday, July 1, Elizabeth Gibboney took over the reins as CEO of the 530,000 member Northern California Medi-Cal managed care plan.

“Mr. Horn’s vision for how health care should be delivered was unprecedented,” said new CEO Elizabeth Gibboney. “He was the first employee of PHC and his contributions in making all 14 counties in our service area healthier is unparalleled.”

With over 20 years of health care experience as Deputy Chief Executive Officer/Chief Operating Officer at PHC, Ms. Gibboney has a wealth of knowledge in leading and implementing effective health care in Northern California. Ms. Gibboney has been integral in PHC’s expansions from serving one county in 1994 (Solano County) to the 14 served by PHC today.

“Over the last three months we conducted an exhaustive nationwide search for a new CEO,” said PHC Board Chairman Richard Fogg. “While many impressive candidates where interviewed, one undeniably stood out. Ms. Gibboney’s leadership, expertise in delivering health care, and her intimate knowledge of PHC operations and culture distinguished her as the best person qualified to lead PHC.”

Additionally, Ms. Gibboney was instrumental in PHC’s successful planning for the impacts of the Affordable Care Act that included a large influx of new members. Since 2012, PHC’s members has more than doubled.

“PHC is a special organization that has a history of being an industry leader in implementing care that prioritizes our members first,” said Ms. Gibboney. “Our three-year strategic plan focused on High Quality Health Care, Operational Excellence, and Financial Stewardship is a blueprint for ensuring that our members continue to get the quality care they deserve.”

Ms. Gibboney holds a Bachelor’s degree from University of California, Davis and a Master’s degree from California State University, Sacramento.
